一 |     近日，衡水市桃城区赵家圈镇的大集热闹极了。趁着人们赶集，赵家圈镇零工市场在现场举办招聘会，发布400余个岗位，吸引了不少村民咨询登记。    China's Ministry of Justice on Wednesday said that the European Union's (EU's) recent cross-border investigation into Chinese e-commerce giant JD.com under its Foreign Subsidies Regulation (FSR) has constituted unlawful extraterritorial jurisdiction.    The ministry said in a statement that no organization or individual may comply with or assist in implementing the EU's unlawful extraterritorial jurisdiction measures.    The ministry's statement came after the European Commission announced an investigation into JD.com's proposed takeover of German retailer Ceconomy in May.    In the statement, the ministry said the conclusion followed an investigation conducted under China's rules on countering foreign states' unlawful extraterritorial jurisdiction measures, which were issued in April this year.    According to the rules, the Chinese government has the authority to take countermeasures in response to extraterritorial jurisdiction measures by a foreign country that violate international law and the basic norms governing international relations and that harm China's sovereignty, security and development interests, or the legitimate rights and interests of Chinese citizens and organizations.    In May, citing the same set of rules, the ministry said that the EU's probe into Chinese security check company Nuctech constituted unlawful extraterritorial jurisdiction.    A spokesperson with the Ministry of Justice on Wednesday said the EU's probe, under the bloc's FSR effective since 2023, has arbitrarily demanded broad and unnecessary information located in China, which is a serious violation of the international rule of law.    "China will resolutely take countermeasures in accordance with the law if the EU side were to insist on the wrong course," the spokesperson said.    The spokesperson urged the EU to immediately correct its wrong practices, stop abusing the FSR as a tool, and foster a fair, impartial and predictable environment for companies investing and operating in the EU market.                    。赵家圈镇零工市场设在赵家圈镇综治中心，紧临桃城高新区，辐射带动周边16个零工超市服务点，为园区入驻企业输送劳动力。

三 | 她通过家人推送的赵家圈镇零工市场微信公众号了解招聘信息，顺利通过企业面试，入职衡水晶美网络科技有限公司运营岗位，实现“毕业即就业”无缝衔接。衡水市就业服务的创新之举，是对现实痛点的精准回应。“过去，打零工的人多在街头自发聚集，信息不对称，权益保障难。企业尤其是小微企业和农业经营主体，也常为季节工、临时工紧缺发愁。”衡水市人社局就业促进科三级主任科员王新健介绍。为破解用工就业“两头难”，衡水市创新构建“零工市场+零工超市”双核驱动模式，有效打通农村劳动力就业“最后一米”。

四 | 截至今年7月，全市共设立零工市场24个，建设零工超市1687个，建立微信服务群3900个，覆盖劳动力57万人，服务实现就业1.8万人次。

五 | 据了解，零工市场的定位是“区域枢纽服务站”，由政府搭台，引入第三方机构运营。这里不仅是招聘信息集散地，更是提供技能培训、举办专场招聘、开展劳动维权的“一站式”服务中心。零工超市的定位是“基层末梢便利店”，由县市区人社部门牵头建设，依托乡村商品超市、农资超市等场所建设。设立领办人模式，满足群众“找活儿信熟人”的心理，帮助老百姓“求职步行可达、信息即时获取”。“零工市场”建在中心区，“零工超市”开在家门口。嘉旺便利店是衡水市枣强县肖张镇程杨村的一家小超市。店长魏益华就是程杨村零工超市的领办人。

六 | 她的手机里有3个500人的零工招聘微信群，每天为村民发布各类招聘信息。“枣强县城厂子招工，打包、看机器、生产管子，免费吃住……”“汽车零部件厂招工，普工20元每小时，喷漆工27元每小时……”魏益华一边展示她发布的招聘信息，一边告诉记者：“程杨村零工超市已经给烤鸭蛋厂、九号仓、洗衣厂等企业输送了上千名零工，解决了工厂用工难题，让乡亲们在家门口赚钱。”今年年初，程杨村零工超市在第三方机构灵新就业科技有限公司的帮助下，依托支付宝上线了“安心登记”服务，通过“碰一下”快速登记求职者相关信息，实现岗位供需快速响应、精准匹配。今年6月，19岁的村民蔡依诺在零工超市的帮助下，入职了当地的衡水京南湖实业有限公司，基础工资4000多元。这是一家省农业产业化重点龙头企业，生产的泥腌烤鸭蛋入选“燕赵老字号”。“8月份开始，企业进入生产旺季，希望招聘年轻员工，能在自动化生产线上操作设备。多亏了零工超市，今年招工实现了年轻化。”该公司生产负责人刘永强说，对于这批年轻员工，企业设有培训机制和激励政策，会根据能力表现调整岗位、提升待遇。“市场”整合资源，“超市”灵敏触达。王新健表示，零工市场与零工超市有机联动，两者相互补充、相互促进，显著提升了人力资源配置效率与企业用工需求的响应精准度。

七 | 同时，衡水市人社局健全制度保障，明确服务流程与监管要求，防范“违规招工”等风险。依托微信小程序、就业大数据平台等，为劳资双方提供“全天候、不打烊”的就业服务。（日报记者 潘文静）。
